Citizens does offer a QBO through Download Account Data, alongside CSV, QBX, OFX, and QIF, but that download only exists for an open account and only covers the activity still visible online, and it dropped QFX for Quicken users. When you need a closed account, a prior year, or a statement a client emailed you, the PDF is what you have, and converting it produces the same Web Connect file QuickBooks imports.

If your account is open and the transactions you need are still visible in online banking, use it, that is the fastest path and it is free. The gaps show up everywhere else: QFX has been dropped from the manual download list, Citizens stopped taking new Quicken Direct Connect customers in June 2022, a closed account has no download at all, and a bookkeeper who was emailed a statement never sees the button. In every one of those cases the PDF is the record you hold, and converting it produces the same QBO file.

Citizens closed Quicken Direct Connect to new customers on June 1, 2022, grandfathering the people who already had it, and QFX has since disappeared from the manual download choices. QuickBooks Online users have had a bumpier run still: the Citizens connection has repeatedly stopped updating, and each time it does, the workaround support offers is the same one you are reading about, a manual file upload. A converted statement does not care whether the feed is healthy. It is produced from a document that is already in your possession.
In QuickBooks Online, open Transactions, then Bank transactions, choose the account, and pick Upload from file under the Link account dropdown. Select the QBO file, confirm the account it maps to, and the Citizens transactions land in the For review tab ready to categorize. In QuickBooks Desktop, use File, Utilities, Import, Web Connect Files. Keep one Citizens account per file, since QuickBooks maps a single QBO to a single account, and keep each upload under 1,000 transactions and 350 KB, the caps QuickBooks Online enforces. Deactivate any live feed on that account first, in Bank Feed Settings, so the manual import and the feed do not duplicate each other.
